I use my scarf to clean my lens. I find rain water is a good cleaning agent.
As for techniques: take your camera everywhere, take pics of anything you find interesting. be prepared for the fact that, at first, 1 in 10 pics will be good and the rest may well be total rubbish.
it is useful to get a good, all purpose, photography book too. it will tell you all about the different techniques and equipment you can use.
