You're likely to get more use out of a standard lens (about 28-35mm on your 40D) or a zoom covering that range, so I'd go for option #2.
I have the Tamron 17-50 and like it a lot. It's sharp and contrasty and not too heavy.
A 50mm lens is a portrait lens on your 40D. Great lens, but not a priority yet. Likewise the super-wide.
