IS is at least as useful in a 17-55 lens as it is in a tele lens. You would need 1/50 at 17mm and 1/150 at 55 mm to be sure to avoid camera shake influencing your image quality. Often you don't have enough light to provide those times at ISO 100. So you have to increase noise with a high ISO setting or risk camera shake reducing your image quality. BTW the quality difference is often quite subtle and there is an enormous variation in shake between individual photos. You probably won't notice most of the shake blur in 4x6 prints.
Here are some typical results for testing shake blur with a 50mm lens:
