It will perform just as well if not better, IQ wise, except in extreemly low light situations where F4 is inadequate. However then you can use a tripod especially if you are not shooting action. That is unless you want to shoot at F2.8 to reduce DOF. Auto focussing with the F2.8 in very low light situations may be better as the larger aperture helps.
Keep in mind that The F2.8 is a more versatile lens, albeit heavier and more expensive. You can't shoot at F2.8 with an F4 lens however you can shoot at F4 with a F2.8 lens. If you are only going to shoot landscapes then this may not be a problem, however if you ever decide to shoot wildlife, or any sort of action, in low light then F4 will may be inadequate.
