largirl, this is the big delimma. Buy crop sensor lenses now and you've got a resale issue if you upgrade to full frame. Given the prices paid for most things on eBay, the hit is relatively small.
Buy a 17-50 now, make money with it, then sell when you're ready to move on.
I have both the Tamron 17-50 and Canon 17-55 IS, (as well as two other EFS lenses) so I'm putting my money where my mouth is.
As for value, the 17-50 is hard to fault. It's sharp, flare resistant and the colors are good. Downsides are backwards zoom (compared to the other Canon lenses in my bag) and some focus hunting in marginal light. Also, it's not a silent focuser ... so you've got that dentist drill sound to live with all day.
Tamron 28-75 - I've used it before and am well aware of its reputation. It's on my radar when I move to full frame as I'm weening myself off of mid-zooms (prefer to shoot with ultra-wide zoom on one shoulder, and tele prime or zoom on the other). That said, one would be nice to have for group formals when you're shooting at f8 anyway and all lenses are sharp. A 50 prime could also fill that role, but the 28-75 would sure cut out on the foot zooming.
